Winona Francis

Regional Vice President of Real Estate Development

Winona Francis has spent her career in the D.C. metropolitan area creating ground-up new construction, affordable multi-family properties, and preservation of multi-family housing.

After graduation from George Washington University, Winona started her career working at JLL managing the U.S. Army real estate portfolio, which is valued at over $650 million. The U.S. Army’s diverse portfolio consisted of single-family homes, apartments, hotels, and solar fields.

After leaving her role with the U.S. Army, Winona worked for two affordable nonprofit real estate development companies in the D.C. metropolitan area where she contributed to developing more than 250 units of affordable multi-family & senior homes valued at $170 million, including affordable for sale units and a faith-based development before arriving at VOANS in 2026.

Winona earned a bachelor’s degree in Political Science at Drew University and a master’s degree in Business Administration at George Washington University.
