Lee Goldstein

Lee oversees the development and management of key housing policy efforts and strategic initiatives at VOANS, including the intersection of health and housing, RAD for PRAC, permanent supportive housing, and creative financing vehicles and technical assistance for VOA’s external housing partners and VOA Affiliates.


Prior to VOA, Lee worked as an Associate at CSG Advisors, a leading consulting firm specializing in in their Housing Strategies and Development for public housing. At CSG, Lee provided project management services, technical assistance for RAD conversions and Section 18 dispositions, financial modeling and underwriting, and portfolio repositioning analysis on behalf of Public Housing Authorities.

Lee also has over seven years of experience in the public sector, serving as a Capital City Fellow and Project Manager with DC Government, where he contributed to the District of Columbia’s city planning, sustainability, and affordable housing efforts on behalf of multiple municipal agencies. Most notably, Lee advanced key projects and policies of the New Communities Initiative, a District government program designed to redevelop 1500 distressed public housing units into 5,000 new housing units within vibrant mixed-income communities. As a Project Manager, Lee negotiated land disposition agreements, underwrote gap financing loans on behalf of the city, garnered community input on design and development, and collaborated with a myriad of stakeholders to steward projects through local City Council and Zoning Commission approvals, including the financial closing and construction of “Deanwood Hills,” a $35 Million 150-unit affordable housing development in the Deanwood neighborhood of Washington, DC.

Lee holds a BA and MPA from The George Washington University, and is currently enrolled at Johns Hopkins University pursuing a Masters in Real Estate and Infrastructure (MSREI). Lee also holds a Housing Development Finance Certification from the National Development Council, serves on the Program Committee for HAND (Housing Association of Non-Profit Developers) in the DC region, and is a graduate of George Mason University’s Real Estate Seminar Series.
