Clare Ann Fitzgerald is the Senior Vice President and Counsel for Litigation, Risk Management and Compliance.  She has over 30 years of legal experience, including litigation and risk management and compliance in both focus areas. Clare Ann is a graduate of Georgetown University, cum laude, and of the University of Pennsylvania Law School where she was Comment Editor of the Law Review. She is a member of the Virginia and Pennsylvania bars.

Clare Ann was also a judicial clerk to the Honorable Jay C. Waldman (E.D.PA.) as well as a commercial litigator at Duane Morris prior to joining VOA and VOANS. In that role, she represented large corporations defending class actions and complex commercial litigation.   

Clare Ann later served as General Counsel and Contracting Officer for the Housing Authority of the City of Pittsburgh and the Deputy General Counsel for the Philadelphia Housing Authority. In her capacity as General Counsel, she advised on governance, contracts, litigation, risk management, employment, and fair housing issues. She negotiated and supervised the implementation of a voluntary compliance agreement on ADA and 504 accessibility with HUD. 

Clare Ann joined VOA and VOANS in 2017 and currently serves as the SVP and Counsel addressing matters for both VOA and VOANS as varied as handling complex litigation, negotiating contracts, supervising risk management, advising on employment issues, fair housing, nursing home regulatory, compliance, tax, conflict of interest, ethics, and copyright matters. She is also the legal contact on crisis matters. In her role, Clare Ann frequently works with and advises VOA affiliates across the country and assists them in staying in alignment with the mission of VOA and VOANS.
