David L. Jefferson is an accomplished senior executive with over 30 years of transformative leadership in property management and affordable housing. He currently serves as Vice President of Real Estate Operations at VOANS.
David has propelled breakthrough performances across diverse portfolios totaling over 30,000 units throughout his distinguished career. His executive journey includes roles as Chief Operating Officer at Jubilee Housing and Vice President of Operations roles at Conifer Realty, LLC (4,000+ units across multiple states) and Edgewood-Vantage Management Corp. (31 properties, 3,500 units).
David’s turnaround expertise was notably demonstrated as Executive Director and CEO of Rockville Housing Enterprises, where he successfully removed the housing authority from HUD’s troubled list through strategic financial restructuring and operational excellence. He previously directed asset management for a $1.3 billion portfolio with over 22,000 units at the District of Columbia Housing Finance Agency. A respected thought leader, David serves as Global Classroom Professor at the University of Maryland’s Colvin Institute of Real Estate Development, instructing graduate-level courses on Affordable Housing and Asset Management in partnership with Nelson Mandela University in South Africa.
David holds a Master of Divinity from Howard University and a Bachelor of Business from Sojourner-Douglass College, along with the following housing certifications – ARM® Accredited Residential Manager, COS Certified Occupancy Specialist, CFS – Certified Financial Specialist, and TCS – Tax Credit Specialist certifications. David enjoys cycling and bowling and is a weekend chef.
