David Nisivoccia serves as Executive Vice President and Chief Operating Officer for Volunteers of America National Services (VOANS), overseeing the organization’s affordable housing and healthcare operations. He provides critical leadership and expertise to support VOA’s strategic plan to further integrate healthcare with affordable housing services, and continue growth in community-based senior programs such as PACE (Program for All-Inclusive Care for the Elderly). An affiliate of Volunteers of America, Inc., VOANS employs approximately 2,080 professional staff nationwide, and its senior healthcare operations own and operate 38 senior living and care communities’ programs. VOANS affordable housing owns approximately 250 properties in 38 states and Puerto Rico, and is one of the nation’s largest nonprofit developers of affordable and workforce housing.
Nisivoccia brings to VOANS an impressive background in operational leadership and strategic planning. In his most recent role as President and CEO of Denver Housing Authority, he was responsible for the oversight and operation of the largest public housing authority in the State of Colorado, the Rocky Mountain region, and one of the largest in the nation. During his tenure, Nisivoccia led several major operational transformation initiatives that increased efficiency, cost savings and resident satisfaction.
With more than 25 years as a leader in affordable housing, Nisivoccia also has served in senior executive positions for housing authorities in San Antonio, Fort Pierce, Fla., Clearwater, Fla., and Fairfax County, Va. He is active in the National Association of Housing and Redevelopment Officials, Public Housing Association Executive Directors Association, Council of Large Public Housing Authorities, and Denver Health Community Engagement Committee. A native of northern Virginia, Nisivoccia earned a Bachelor of Science in Business Administration in Public Administration from Thomas Edison State University.
