Noemi serves as Development Director, Affordable Housing for Volunteers of America National Services (VOANS). She works closely with the Regional Real Estate Development team to help lead affordable housing development, acquisitions and financing in the Mid-Atlantic and Southern States. Noemi joined VOANS in 2022 and brings over 20 years of experience in affordable housing development and the construction industry.
Prior to joining VOANS, Noemi served as the Director of Real Estate Development for Habitat for Humanity of Northern Virginia. During her tenure, Noemi was responsible for managing the implementation of Habitat NOVA’s affordable housing strategic plan and pipeline. She focused on identifying and analyzing the feasibility of potential project sites, project scope, working with the design team, and the subcontractor community to maximize constructability in order to minimize project costs. Noemi also collaborated with many stakeholders and multiple local jurisdictions. As a key member of the leadership team, Noemi represented Habitat NOVA at affordable housing advocacy organizations, committees and events. Noemi was instrumental in the creation of the Virginia Statewide Community Land Trust (VSCLT), a Community Land Trust (CLT) created by Habitat for Humanity affiliates in Virginia and served as Vice-Chair of the VSCLT.
Noemi also has a broad experience in the field of architecture. Prior to joining Habitat NOVA, she enjoyed working at several architectural firms in the Washington D.C. Metropolitan area and specialized in design and construction of residential and institutional projects. Noemi has a Bachelor of Architecture from the University of Miami at Coral Gables, Florida, is an alumna of Leadership Arlington and the Urban Land Institute’s Regional Land Use Leadership Institute.
