
Pegy Brimhall is an affordable housing developer with two decades of combined experience across multifamily, mixed-use, residential, and hospitality development. Pegy has led LIHTC and publicly financed developments from site sourcing and underwriting through entitlements, closing, and construction. She brings a community-focused approach that integrates finance, public-private partnerships, design, and municipal policy to deliver housing in both urban and rural markets.
Prior to joining VOA National Services (VOANS), Pegy served as Principal of Able City Communities, where she advised municipalities and mission-driven organizations on feasibility, funding, and compliance strategies for projects involving LIHTC, HOME, CDBG, PFC, and PILOT structures, and originated and won new development opportunities for her clients and partners.
As Principal of Figurd, she led a small development team backed by private equity investors, delivering more than $70 million of small-scale market-rate multifamily housing on infill land. She sourced land, secured entitlements, structured debt and equity, oversaw design and permitting, and helped carry projects through construction and stabilization. Pegy began her career in architecture and construction, where she was involved in the design and delivery of more than $2.1 billion of projects across the United States, Asia, and Europe.
