Roberto works to ensure successful closing of real estate development, acquisition, and preservation of projects in Puerto Rico.  Roberto is a civil engineer, lawyer, and project manager with 14 years of consulting experience with public and private clients in the design, startup and operational management of federally funded programs.

Prior to VOANS, his work encompassed different sectors such as infrastructure, construction, housing, health, and community development, including disaster mitigation and recovery.  His work experience includes planning and design of large residential, commercial, mixed use, and transit-oriented development projects; procurement, inspection, and management of construction and other related professional services; developing affordable housing in Puerto Rico using LIHTC, USDA RD, HUD and other funding programs; developing healthcare programs for a federal qualified health center; and supporting the development of emergency management public assistance projects throughout Puerto Rico and the contiguous United States.

Roberto earned a Bachelors in Civil and Environmental Engineering from the University of Michigan, and a Juris Doctor from the Pontifical Catholic University of Puerto Rico School of Law.
