Sheila is responsible for the development and preservation of affordable housing focused in California and Northern Nevada. Ms. Scheitrum has more than seven years of experience with affordable housing development in California, serving as a Project Manager for the Fresno Housing Authority. In this role, she was responsible for the development of over 200 affordable housing units utilizing a variety of funding sources including Low-Income Housing Tax Credits, tax-exempt bonds, conventional debt, equity, HUD programs, FHLB AHP, HOME, and various other gap financing sources and grants. This work included analyzing markets, determining financial feasibility, submitting funding applications, assisting with lender/investor selections, overseeing construction draw process, and assisting with permanent loan conversion.
Sheila holds a Bachelor of Arts in Political Science, and a Master’s of Public Administration, both from California State University, Fresno. She also holds a Housing Development Finance Certification from the National Development Council.
